Order No. 451 of the Ministry of Internal Affairs of Ukraine dated November 29, 2007 "On approval of Instruction on organization of work of structural units of State Road Police of the Ministry of Internal Affairs of Ukraine on control over drivers having compulsory insurance policies of civil responsibility of vehicles’ owners and Green Card insurance certificates at the time of traffic regulation".



According to the Order the officers of the State Road Police are allowed to stop transport vehicles not having special sign attached to the right upper corner of the windshield certifying the driver having a valid insurance policy. After the driver has been stopped, he/she should present his/her documents for inspection to the officer of the State Road Police as provided for in the Traffic Rules of Ukraine including the aforementioned policy. In relation to the transport vehicles registered in other countries, there may be required the insurance certificate Green Card issued by foreign insurers or civil responsibility insurance policy.

In case of unavailability of the valid policy or certificate, the officers of the State Road Police are entitled to draw a protocol of administrative breach of law by such driver of the transport vehicle.

The Instruction takes effect on January 1, 2008.
